My principal is sending it!

I am in Maryland and we are a public "Title 1" school which means that we receive federal money (although I'm not sure where it goes...you wouldn't know it from where I stand! Our school is run down and we have minimal supplies)
Because of the NCLB act, my principal is required to send out the letter. I dont think he even knows why I'm not "highly qualified". I always thought that he was only required to tell parents what kind of qualiications I have if they asked. Why on earth would you want to ask for trouble. I have nothing to hide! Maryland told me I was qualified to teach, how can George say I'm
not? We'll see what happens Monday. We've been out for 2 days b/c of Hurricane Isabel. And to think the only reason I even know all this is going on is because I went into school during the hurricane to do some work and a copy of the letter was in my mailbox! I know that if I got that letter home about my child's teacher I wouldn't be happy.
