You can have them cover the underlined word with their finger and make guesses of what might work, or give them choices and teach them how to substitute the choices.

You will have to use REALLY easy phrases for this, and I wouldn't do it in a worksheet format. I would do it on the rug with an easel if possible, or on the chalkboard. You can probably come up with a more creative way to present the concept, but choosing phrases where the meaning is within the context is the key.

"The road was FLOODED. It had BLANK a lot the night before."

Another angle to this would be to fill in the BLANK with the word "rained" to show word associations.
