You will have to use REALLY easy phrases for this, and I wouldn't do it in a worksheet format. I would do it on the rug with an easel if possible, or on the chalkboard. You can probably come up with a more creative way to present the concept, but choosing phrases where the meaning is within the context is the key. "The road was FLOODED. It had BLANK a lot the night before." Another angle to this would be to fill in the BLANK with the word "rained" to show word associations. I hope this helps you.
