Highly Qualified

Let me tell you what I know about "Highly Qualified" Believe me, it isn't much but maybe it will be a start to helping you understand what is happening. Then, if others can reply as well, maybe we can all figure this blasted
thing out. Okay, in our district in Florida, schools are also required to send out letters that certain teachers aren't "Highly Qualified." In the cases I have heard about it means that they are teaching out of field. For example, Teacher A has Kindergarten through grade six certification and is teaching grade six math. Sounds perfect right? However, to teach junior high here,
a person must be SUBJECT certified. So, even though teacher A has sixth grade certification he is not certified in math, thus making him "Not Highly Qualified." I'm not sure if this is the case for you as you say that you are birth through grade 3 certified and teach third. Do they want some other type of certification? Good luck. I think that it is horrible word choice and really undermines the authority of the teacher. Would you go to a mechanic who had to send out letters that said he wasn't highly qualified?
