Could it be?

Could it be that "John" is easily distracted? If he is far away from whatever he is copying, there are a lot of people between him and what he needs to focus on. Could he put up a privacy screen and have the material to
copy right in front of him? You could even offer him an incentive...give him a time limit to copy(where he can be successful) and offer tickets toward something special or something he would work for. Or allow him to sit on the floor directly in front of the material until it is copied. Removing the distractions between him and the assignment may be all it takes.

Also, how is his handwriting?

I have one with the same problem. It is half focus (well maybe more than half! Ha-Ha) and half handwriting. He really has to think about forming the letters and what he just saw on the board.

Maybe you could also talk to the parent about your concern and tell them you are sending extra homework home...copying a poem and drawing and illustration of it...or something like that. Maybe if he practices enough and SEES your concern for him, the behavior will improve and the extra homework will decrease!
