Asking why is always a good first step

If this behavior of standing and leaning over the desk is "all of a sudden" have you considered a physical cause? Is is possible that the child has perhaps been spanked, has an undiagnosed case of pinworms, or gastrointestinal pain?

It would be a shame to punish a child who is in physical distress, let alone add to his burden by punishing the entire class.
