I use recess, too

Only I send them outside with clipboard and they sit on the bench until it is done. I spent the first year doing what you're doing. It seemed harsh at first, but they soon get the point that they aren't getting recess until I get their work. I put their name on the board in a special list that doesn't get erased until I get a satisfactory assignment turned in. I did this with 3rd graders last year and it worked. Also I took away computer time occasionally to work on late work.
