I used two for each student. We cut fins, tail and lips from foam board ( these were crazy shapes). These were glued between the CD's. I used bright and neon colors. Most kids did not match pieces so fish were multi colored. Long rectangle piece goes thru the hole for the side fins (this will need to balance). We used a wavy scissors on each end. This fin is fan folded up a little and is wider than the hole. Use fish line thru hole to hang from the ceiling. Add foam or wiggle eyes.
