I did something similar to the puzzle Christmas trees one year. EW made picture frame wreathes. We cut out a circle from cardboard and then a smaller circle inside it. We painted the backs of old small puzzle pieces green. We then glued the puzzle pieces to the circle in layers. We also used those plastic red triangle looking pieces for holy berries. We put a gold tie on to hang it as an ornament and then glued a picture of the student in the wreath. School pictures work great because they're just about the right size. We had a present to give to parents and a cute way to show off our class before they went home.
