I also live in Maryland and my system uses the reading program Open Court. I teach first grade and have taught 4 other reading series in my tenure. Open Court has produced the most incredible results compared to all the other reading series. It is a phonics based program but the key is that my system only uses it for k, 1,&2. At third grade we use a completely different series. We felt the primary grades really needed the phonics and then the intermediate grades were ready for a more literature approach. As a primary teacher I feel the program is awesome. If you need more info please let me know.
