That would be a dream world for me. We get very few, usually no, volunteers for parties. But before I was a teacher, I was activiely involved in my children's classrooms. There was 1 teacher who had a meeting with all volunteers at the beginning of the year. At that time, we divided up the work. In another classroom we had a "head mom" who coordinated and reminded about parties. In my classroom we decide what we want to do for the party and make a list of supplies needed. We send it home and parents will send in the supplies. I've almost grown to prefer this because, although our parties are less extravagent, it is also less of a headache.
