We use a manuscript letter dictation test for 1st and 2nd graders three times a year. The letters are not presented in ABC order, but in the same order each time to make comparing easier. We have a numbered,printed form, with both capital and lower case on a blank. This could be done with cursive as well for third grade. I believe that even in 3rd grade the letter formations should show improvement over the year. At third grade I would also like to know how they connect letters, for example lower case cursive o or w. You might do that part as a sentence dictation, which would also show spacing. Just try to make it easy enough so that the writing is the important area of concentration rather than spelling.
