I did Scholastic last year, and I have to say it's easy enough that ANYBODY can do it with no problem. It might be a good place to start, but I agree that it's very limiting. You can't choose your own layouts or what pages to include or anything. You're limited to 3 background choices.
I'm in the process of using tripod's free service to create a new site for next year, and I love it! It's a little more work, but the payoff is tons more flexibility! It has over 100 backgrounds to choose from, and some of them you can edit and individualize even more. Plus, you can choose how many pages and what goes on each page. If you have some time to play with it, I'd give tripod a try.
