broken pencils

In my third grade class, we start the year with a supply list which includes pencils, erasers, glue sticks, notebooks, and tissues...they're all on sale in late summer...we collect them from the students and keep them in
baskets for use by anyone who does not have supplies. Any pencils found on the floor at the end of the day end up in the "lost pencil" box for sharing or reclaiming the next day. I also encourage the students who have "special" pencils they don't care to share to put their initials near the eraser end with permanent marker.
We usually have enough pencils for the year, and I supplement
the basket with bargain pencils I buy when the supply gets low.
Each child has contributed, so it's not a question of responsibility.
PS: Have you ever needed to write a phone message at home and couldn't find a pencil? Frustrating, isn't it?
