I print out a monthly calendar and assign a minimum of 7 hours of reading per month to be recorded on that calendar. The calendar is to be totalled and signed by a parent. At the beginning of the year I allow the students
to read very simple books, by the time we reach early November or so I ask them to read at least simple chapter books. By assigning the reading on a monthly basis, parents have a little flexibility in working in the reading around other activities.
When the occassional parent complains about the amount of time, I point out the amount of time spent watching TV or playing video games.
Overall this method has been very successful for me. Of course you can modify the amount and type of reading required for really challenged students.
I've had some students each year who double or more than double the requirement each month, because they love to read.
