I taught the past two years in the inner city and I think I know just where you are coming from on your behavior plan. I taught 4th and I'll just tell you a few things that my kids enjoyed. I don't know if they will work
for you, but hopefully there will be something you can use.

Fishing Game: At the dollar stores you can buy a kids fishing set for $1. It comes with a magnetic pole. I put the magnetic pole in a bucket and put a bunch of paper fish with paper clips attached. You can write multiplication facts, division facts, social studies questions, whatever on the fish and they can take the game

to their seat, spread the fish on their desks, and fish. I also had it set up where they could play against each other in teams and whoever caught the biggest multiplication answers won. They had to total up points. It was a great math review.

Special Books: Set a few books on the chalk tray near your desk and refer to them as your special books. As a reward, let students select from those books.

Helpers Pass: I would occassionally let some of my students stay in the room with me during lunch or recess and help me. I think many of them loved having the one on one time with an adult.

Job Choice: If you have classroom jobs, you can give this pass out to students to select anyone's classroom job to do for a day.

Poetry Reading: My students really liked Shel Silverstein's poem books. For a special privelege, I would let the honored student choose any poem he or she wanted me to read and have them copy it down or type it and then I would read it to the class. Afterward, we put the poem in our class "Favorite Poems" book.

---I really hope you class size drops off, 38 would be quite a challenge, to say the least! I was scheduled to have 34 my first year and it dropped off, thank goodness, to 28 by the first day. You just never know which kids are going to show up and which ones aren't!
