I too work in an urban school district that pulls from very low socio-econmic neighborhoods. My experience has been that since the kids want to use them, they usually bring them. Not every child had them, but I got enough to get me through the year. The also discovered gel pens in blue and black so some kids brought those in for their own use which saved on the class supply.

Also, I don't know where you are located, but I was just at my local Staples and they had on the clearance rack 12 packs of Eraser-mate pens (the good ones) for $1.44. I stocked up.
