There are several books in teacher's stores that deal with "study skills". THey might also be avaliable at your library.

Do you have to teach the same material (one set of plans) to both levels or two separate sets
of plans?

Key components of study skills are (IMO) organization (agenda keeping and being able to find their homework.)
Also test taking strategies and how to take notes and how to study strategies (making note cards, memory techiniques--making up rhymes to memorize.)
Introduce them to the different types of note taking and reading strategies from books (outlining, Cornell,

SQ3R, skimming/scanning. Have them pracitce taking oral notes.

The sub should REALLY concentrate on checking agendas and "teaching" them how to fill it out and check things off. Do simulated agenda practices. Also how to only carry the items you will need (and making usre you have all necessary items.) Also teaching different types of graphic organizers and when/how to use them. Long and short term goal setting for both grades and life would be good as well.

Will you be teaching only Study Skills or will it be in conjunction with another subject? Is this a "new" position or is there a previously set curriculum you could go off of? Will the students have access to a study skills workbook or will you have to run everything off? If you can, you might want to pull a bunch of resources together and pick and choose what you like and have your own textbook created.
Sorry this is so long but I hope it helps you some...good luck! You can email me if you need clarification or I may think of some more ideas.
