I know a lot of teachers hate binders, but we use the zipper style kind for our 4th graders and they work out great. My students have 4 spiral notebooks (one each for reading, science, soc. studies, and math). They also have a folder for each of the following (3 hole punched)science, soc. studies, math, reading, language/writing. They also have a home folder with one pocket labeled "stay home" and the other "come back". We use folders with clips for our journals and just add paper as needed. We do writers' workshop on looseleaf paper and keep it in the writing folder. Our system works really well for us. I have my students clean desks & binders once a week, which helps.
