It differs from state to state and district to district, but from my experience it's usually the principals who do the recommending to the personnel director. The principals know who's retiring, or transferring, or just not coming back for whatever reason. It always pays to know the principals. If I were you, I'd call and ask for an appointment to introduce myself to the principal. I'd also make sure that I had already completed a district application packet and turned it in to the Personnel Office. At least, that's what works in my district.
