If none of the above work for you, consider having an attorney write a letter to the district explaining your situation and requesting that they find your file. I know that would be difficult if you're planning to apply to that particular district, but it could prove valuable if it works and you apply elsewhere. Just a thought. Sometimes a letter written on the right letterhead gets noticed where nothing else will.
