I have a method that really worked for a few of my students that were struggling with this concept. I had them fold their paper in half (hot-dog style. The first column was labeled what and the second was labeled why. As they completed a step in their completion of the problem in the first column, they then went to the second column and wrote a sentence explaining what they did and why they did it. By the time they finished the problem, they had also finished their explanation. It really helped those few that were struggling, because they explained as they went along rather than saving it all for the end and then not really remembering what they did or why!
