Now I work in South Carolina. Our district offers contracts at tax deadline time--April 15th! It isn't really until the deadline turn in date--about two weeks later--that the district can do any serious planning for hiring teachers. We have some teachers who want to transfer, and there are the retirements and resignations. Once they have sorted these out, they can begin posting jobs and interviewing.
