I have found that anything visual and tactile is good! My students love working with anything from seashells, bracelets, keys, cubes, beans, colored macaroni, crayons, etc... works. Using math maps can also benefit students. Ex. A picture of an empty birdcage - If I have 1 bird and buy two more. How many do I have now. Students can move "birds" into the cage. I have also used the students themselves as counters. "If There are 3 students up writing on the board and 2 more come how many in all?" Hope this can get you started.
