Your situation sounds just like the one I experienced last year (third grade). I was at my wits' end and went to talk to my principal about having a behavior contract implemented in my room. She was all for it and very supportive. She even came to talk to my class. The contract outlined the school rules and explained all of my expectations for each. I also emphasized that misbehavior would have consequences and consistent misbehvior would not be tolerated. It was signed by both the students and parents. It eliminated bullying.
