A new start

You may have already tried this but maybe a new start is what you need at this point. Call the children into a small group and have a heart to heart with them explaining that the class needs to establish some new rules. Ask the kids for their advice, with their input and your guidence create some firm, clear rules about what will be accepted and what won't. Also ask them what they think the consequences should be for both good and inappropriate behavior. Offer some incentives for good behavior. Perhaps if they take some ownership of the behavior expectations they will be more cooperative.
