First, don't blame yourself. You are not responsible for the way that these children are behaving. You are not receiving administrative support and this school may not be a good fit for you. Don't give up--just finish as best you can and find another position. I think you will find if you can start with a class and feel you have the support of an administrator your perspective will change. I have also taught special ed (similar to those you describe)--so I feel I can say with confidence IT'S NOT YOU!!!!!! We need talented teachers and it's a shame that some places just don't make it easier to do your job. Good Luck!
