It is important for you to maintain order and love at the same time.

I would start by telling the whole class the rules about talking with out permission (at least he raises his hand, I wish I could get some of my students
to do even that, )

When someone raises their hand, while you are teaching, remind them that they need to wait, ,unless it is an emergency bathroom type of thing.

Then plan some time for them to talk. Do not always feel you need to call on this boy, but try as much as possible. He may not get listened to anywhere else.

If he forgets, ask him to tell you the rule.

If this continues

to be a HUGE disruption, you may need to institute some low level punishment (time out, or removal to a quiet place. Better to reward and praise him for waiting to talk if possible.

Sometimes I just have to ignore the raised hands to get through my lesson.
