kids who won't be quiet

Everybody I talk to at my school says the same thing: "I teach in between the talking." It's ridiculous. My fourth graders won't shut up sometimes, either. I have a second grade teacher across the hall, and I hear her yelling at them to be quiet all of the time. I go to the board and erase the letters from the word recess. It helps, usually. Once they've lost all of their letters, they sit indoors for recess with their heads down. It's drastic, I know, but I can't think of anything else to do.
