Retention

If the child is reading on a fifth grade level and can complete the work, I think retention would be a punishment and not in his best interest. If he is not doing the work but can retention should not be in the equation.

As
a special education teacher, I often see children with special needs like his retained because the teacher doesn't know what else to do. I agree with the poster above, meet with all parties involved and put an intervention into place that involves all the major parties in his life. If the child has had as many traumas as you say, he may need some psychological counseling. Be patient
and supportive, do not isolate the child. For right now the emphasis may not need to be on the school work, but helping him to adjust and deal. Praise the work that he does, but do not make him a spectacle if he does not. His goal may be to gain attention and he will get it one way or another.

Also, remember that a key problem with children with ADHD is that they are disorganized and loose things.
