I have tried by giving detailed instructions and then allow the group of students to ask me three questions, so they had better listen to each other's questions so that they do not "waste" a question by asking the same question
as the previous student. If a student asks a question such as "what page do we do?" after giving detailed instructions, I have another student in the room answer that question and explain how they should have listened. After a while the group of students learn that repeated questions are "wasted" questions and they tell their classmates to listen closer. (nothing like peer pressure)After
three questions and answers, I tell them to go to work. If they come to me with a procedure question, I tell them "I don't know" they soon learn to listen or rely on their peers. If the question is on how to understand the concept, I help the student.
