If he is seeing the counselor, could you possibly select one or two "potential" friends to go with him? One thing our counselor does is to work on building social skills in such situations. The kids get together with the counselor to play a game, build a model, draw (whatever!) as they talk and get to know one another in an intimate setting. This might help your guy to feel that he has at least one or two buddies.
