I got this idea from a colleague and will try to describe it as best as I can. Use the heart cards from a red deck of playing cards only (you will probably have to buy a couple of decks). Punch 4 holes into the card in each corner.
Cut a red pipe cleaner in half and thread through the holes creating arms and legs. Next cut a small heart out of red construction paper and glue onto the top of the card for the head, add googly eyes and a bow for a tie and you have a little valentine card.
