I think using that idea in cooperative groups is good too. If they cannot do it in pairs, make them do it alone. Maybe they will start appreciating that you let them work together. Also, I do not do this but my son's teacher has something similar to the cards but he calls them slips. When the child misbehaves, he or she has to go and get a slip and they write down what they did wrong, so you do not have to keep up with it. The cards never worked for me because it was too much to keep up with. If your group is really social, you may could let them have 10 minutes before or after groups to talk for a reward.
