I know how you are feeling. I teach in an inner city school too, and they are pushing us to have first graders write at least one paragraph. We have a new writing program that allows the teacher to come up with the first and last sentence with the class of the paragraph, and then the students are to write the detail sentences. We also use a lot of graphic organizers,so we use the concept web for our writing. This is where we put the topic in the center circle, and there are 4 blank circles for the students to fill in. I have a seen a huge difference in writing this year compared to last year. I still think that it is pushing them though because with our students we have to teach what a sentence is first.
