have you tried actually explaining the concept to them? all to often with multiplication problems we simply teach an algorithm rather than the reasoning behind the problem. example:
23 x 24
means 20x4 plus 20x20 plus 3x4 plus 2x4. it helps them to see that you are actually multiplying the ones and then tens. that is why we put those mysterious zeros in the second rows...to hold place value.
