I, too, work for a small district and can understand your woes. I am an ESL teacher and have experienced many of your same complaints. Is there a "director" for special ed in your district? How about for your region?? Your teachers need some staff-development in how to do modifications for the kids----and that it's not "optional" that they modify the work. I agree with Grace. . things will get better, but it's going to take awhile before you see it. Change is difficult, especially in a small district! Just keep focused on your kids and seek out the "experienced and effective" teachers on your campus for support. Good luck!
