I am no idea what theory you are referring to about children not having to ever learn to read and write. Developmentally, these things should begin in first grade. (Not after years of phonics in preschool and kindergarten.)
Usually kids who have writing difficulties, were not given opportunities to draw and develop forms naturally. They can draw using schematic representation. What they need is more drawing time. I think recognizing sounds and letters is a great expectation for first grade. For those who don't get it - they need contextual experiences to develop those skills. Such as through play
(creating menus for a restaurant, writing invitations to a birthday party, etc. and they need those experiences every day.)

Personally I don't think a child exists who is not ready for learning. There are children who need formal academics approached in ways that tap into their intelligence strengths.
