An interesting report would be to call your local school district and see the number of different programs they offer. There are so many different avenues of special ed out there. My elementary school has the following programs that are all taught by special ed teachers:
preschool special ed-- 3 to 5 year old
developmental kinder -- 5year olds with their same aged peers
inclusive kinder-- severe 5 year olds
social intervention class--behaviorally disturbed children, primary and intermediate grades divided up
resource--2 teachers pulling learning disabled and everyone else to work on reading/math/writing in small groups
