some ammunition

I thought you might want some additional ammunition to use with this very single-minded science teacher. A company called Carolina Biological put together some data about using hands-on, inquiry based science curricula versus
traditional lecture-based instruction. Of course, their purpose is to sell you on their program, but the data speaks for itself. And you don't need to buy a particular program to implement hands-on science. So you might want to look up the test results to support your position that lecture isn't the best way to teach this subject. The website is: www.carolina.com/stc
If your
students are tested in science each year it would be important for him to know how best to achieve high test scores, wouldn't it?

Another thought is that this teacher just doesn't know another way to teach his subject. He might need some help finding resources and ideas for changing his style. If you know any other science teachers who practice more appropriate methods, perhaps you could find a way of hooking him up with them.
