If I were you I'd think carefully about what you're planning to do here. This man is apparently happy with the way he teaches....he doesn't like the fact that the kids can't read. I seriously doubt that you're going to
change him in any way because what you're proposing is A LOT OF WORK and he doesn't sound like he wants to do a lot of work...after all he is complaining that the kids can't read...and it would be work for him to teach them or to change his teaching methods.
you didn't say which of the two of you is older....and which of the two of you has been at the school longer....so be careful

of ticking off someone you might not want to tick off....

If you have to work closely with this man for the rest of the year then I wouldn't do anything that will make your life miserable if you do...do you know what I mean? While you don't like what is going on, will the alternative be worse?

Now before anyone bashes me here I do agree with what has been said...I'm just looking at the guy's history as a teacher and what the probable outcome could be....
