I don't agree with giving a 60 either. I think that if a student makes a 30, he/she should get a 30. Maybe you could have a drop grade for those that REALLY do have just a bad day. But, I have some of the very same students that you are talking about, trouble makers, class clowns, and they don't try. Of course, you have to do what your principal says, but I would DOCUMENT this so that if there ever is a problem, you are not held liable for it. I bet there's someone higher up out there that would not think that this was the thing to do.
