In our school we have asst. teachers (para.) who are hired using E.I.A. federal money. They pull out small groups of these low children (those who fell below basic on last years standardized tests) who do not qualify for SPED and teach them at their level. Often, they are 1 or 2 years behind the others. I think it is helpful becaue they are taught on the grade level and pace that they need. I have also seen where a student might go into a lower grade level for reading so that they could get those remedial skills. Another idea may be volunteers who want to read or work with children who need help. Our guidance counselor organizes that.I hope these ideas are helpful.
