I teach them that a sentence is an idea and the period, question mark or exclamation mark goes at the end of the idea. (This necessitates teaching that two ideas can be joined by a "joining word" in which case the punctuation comes at the end of both ideas.) I find that having them read their work out loud and listening for when their idea ends helps.
