If she simply started nursing her child without covering up then it would have been inappropriate. However if she is like most nursing mother's and covered herself then I do not see any problem with it. As Lily mentioned you cannot always avoid feeding times and a quiet satisfied baby is better than one that is fussing and crying.

I think we are just not used to viewing nursing mother's in public as much anymore and so it feels more shocking than it really should.
