no reading or writing skills!

I'm sorry I didn't make myself clear when I posted the original message. These students have no skills in reading or writing. They may be able to speak their language, but they are completely at a loss if you would ask
them to write their name, or read anything in their own language. We have many students who have been denied schooling in their homelands and whose parents are illiterate. Some of them cannot recognize any type of phonetic symbol. I think what we are looking for is a test that would depend on matching pictures (what goes together or is different) that is a "recognized" formal method
for diagnosing learning disabilities. Some of these students have spent a year and a half in basic level ESL and still cannot print uppercase and lower case letters. It seems to us that their lack of success is not a instructional issue or a lack of application, but some kind of a learning disability. Any thoughts?? They don't even have the skills to be tested in their own languages.
