You might also contact your state department of education. They should have access to translated versions of virtually any "official" test given by the state for identification. That may not be the reality, but it is the law that it be provided, so keep pushing. You'd want to speak with the facilitator or coordinator for ESL services for the state. Don't let the road blocks keep you from your goal! You are right, and it is the law. If the tests have a language bias (which undoubtedly they do), then an alternative must be provided.
