One suggestion I would make is to have the non-presenting students be required to take notes on what the presenters are saying. You could tell the students that you will collect their notes at the end of the hour and either
assign them an arbitrary point value or toss them (don't tell the kids though). I've successfully used this when there is a sub and a movie is assigned (they have to list 10 things they learned from the movie). Students generally want to know 'what's in it for me' and this way they learn that their grade is 'what's in it for them'. This pretty much guarantees cooperation. You might
also tell them that their individual grades are dependant on how respectful they are of their fellow classmates. Tell them and then model what's not appropriate (yes, they're older but they still need reminders).
