Let me ask is it homework or ongoing, in class work that is being lost?
If it's:
Homework -I have them fill out a paper that states why homework is not done (lost, just not there, what ever. Then have the parent
sign it. This has solved most of the HW issues.
Class work- if it is something really important that I want, then I collect the materials until the next time.
"Other stuff" - I throw the resonsibility back on the student, it is now their problem. They must do the work at recess or figure another way to complete the assignment. This can really be hard sometimes, but they

need to be taught the lesson of responsibility too.

I just finished two days of Parent conferences and that seemed to be the hot topic, student responsibility and accountability.

good luck! this is just what is working for me this year. Next year I'll probably have to try something new!
