if it is normal. This is the first time I am subbing and I am a long term sub, so I don't know how going into a different room each day is but this teacher sounds very disorganized.Did you receive an evaluation form? Usually on the form it asks about the teacher's lesson plans. I would have noted this on the evaluation, so maybe she realizes next time she should be more clear and organized with her plans.
