Here's a thought

First of all...it's OK to vent to the offenders, so don't feel guilty! And, if you don't know who the offenders are, it's OK to talk in generalities to the class.

First, if you DO know who it is, call the parents. Parents
frequently are our allies (I know sometimes they are not, but let's hope that in this case they are!).
Have the offenders assigned to assist with clean up at lunch or recess with the custodians. Have them write an essay about the costs of maintaining the school facilities, or other related topic.

If you don't know who is the offender, you can make a new class "job." Bathroom police.

That person can be held responsible during recess to be in the bathroom, writing down any names of offenders. This could be assigned daily so no kid always loses his/her recess. Give that person a reward, too.

I don't think that this is an isolated issue. These kinds of things happen periodically at my school too. The principal gets on the loudspeaker and discusses it, and the campus supervisors start watching closely. It will stop!
